Stark County must pay the legal fees for former Treasurer Gary D. Zeigler, an appeals court has ruled. The three-judge panel of the 5th District Court of Appeals agreed unanimously with a trial court that Zeigler is entitled to legal fees he incurred after county commissioners removed him from office and filed a civil suit against him in an attempt to recover some of the funds stolen from the county while Zeigler held office.
